By-Laws are the rules that govern the actions of the Board of Directors, and members, in relation to the business of the Association. Limits, time lines and process are spelled out.
CIVIL SERVICE RULES
Civil Service Rules ensure that employees are hired through a merit-based competitive process. The Civil Service Rules also provide guidance for the recruitment and appointment process, employee compensation, probationary periods, layoff rules, and discipline and appeal procedures.
